Ukraine is a good option for parents who decide they are prepared to parent a child with special needs. In 2011, a presidential decree transferred the responsibilities of the previous Ukrainian adoption authority, the SDA, to the Ministry of Social Policy. While the transfer is taking place, the SDA will continue processing adoptions. In addition, the Ukrainian Family Code was updated, requiring orphans to be listed on the central adoption registry for one year and be at least five years old before they become eligible for intercountry adoption. Children with special needs are exempt from this amendment.

  • 2011 adoptions: 640 children
  • Hague Accredited: No
  • Estimated Total Cost: $20,000 to $40,000+
  • Profile of Children: 74% of children are age five and older (2010). Most children available for adoption are special needs.
  • Parent Ages: Both parents must be at least 21 years old. The maximum allowable age difference between parents and child is 45 years.
  • Family Status: Married couples only may adopt from Ukraine.
  • Travel: Two trips, although only one parent required for second.
  • Timeline: From submission of dossier until appointment date, three to 12 months.
