From completion of dossier to referral, approx. 30-36 mos, although parents are reporting longer wait times due to the backlog of dossiers. $20,000-25,000

Russia

Usually two trips required, although many families are now making three. From completed dossier to referral, 6-12 mos., though currently irregular $35,000+
Ethiopia
2,277 53% female. 34% under 1 year of age; 394% 1 4 years of age. Older children and sibling groups are available. Parent must be no more than 40 years older than adoptee Married couples may adopt. Single women are no longer routinely accepted, and single men cannot adopt. One or both adopting parents may choose to travel or may have their child escorted. In-country stay is generally one week. Six to 24 months from completion of dossier to referral. May be faster for children older than 1. $12,000-21,000
South Korea
1080 38% female. 86% under 1 year of age; 12% 1 4 years of age. Both spouses must be between the ages of 25-44. Married at least 3 years. No more than 1 divorce per spouse. No more than 4 children already in family. Parents may choose to travel to Korea or have the child escorted to the U.S. From completed dossier to referral of a boy, 5-6mos.; girl, 8-12mos. $20,000-25,000
Vietnam Adoptions currently on hold.
481 55% female. 67% under 1 year of age; 33% 1 4 years of age. No age restrictions. Married couples or singles. One trip (14-21 days) required. From completion of dossier to referral 9-14 months. Currently suspended. $20,000-30,000
Ukraine
610 53% female. 30% 1 - 4 years of age. Special-needs children, children older than age 10, or siblings of adoptees. Both parents must be 21 yrs. of age and no more than 45 years older than adoptee Married couples only. Two trips required. Both parents must travel on first trip (2-3 weeks); one parent may make second trip (1 week). From submission of dossier to appointment date, 5 to 12 months. $30,000+
Kazakhstan
396 56% female. 35% under 1 year of age; 53% 1 4 years of age. At least 16 years difference between single parent and child. Married couples and singles. 30-45 days in country required; may be broken into 2 trips. From completed dossier to referral, 4 - 9 months. $30,000+
India
297 66% female. 7% under 1 year of age; 72% 1 4 years of age. Married couples with combined age of 90 can adopt infant or young child. Single parents up to age 45. Married couples or singles. At least one parent must travel (8-12 days). From submission of dossier to appointment date, 18 to 24 months, but can be longer. $20,000+
Philippines
281 hildren younger than 1 are rarely available for adoption. 43% of children are ages 1 to 4, and 55% are 5 or older (2008). No age requirements for married couples; singles must be 24 years old. Married couples and singles. At least one parent must travel; time in-country varies from 5 to 10 days. Approximately two years for referral after completion of dossier (less for older children). Parents are able to travel 4 to 6 months after referral $17,000-25,000
