Proposed bill to make adoption tax credit refundable

U.S. Senators Roy Blunt (MO) and Bob Casey (PA) introduced the bipartisan Adoption Tax Credit Refundability Act of 2015 (S. 950) on April 15. The bill seeks to restore the refundability provisions that were not carried over when the adoption tax credit was permanently installed in January 2013. Many lower-income families are not able to take advantage of the current, non-refundable credit.
