Recently, Reuters published “The Child Exchange,” a five-part article revealing the unethical practice of privately transferring the custody of children who had been legally adopted. The online groups through which the adoptive parents found the new, unlicensed homes were quickly shut down. The Congressional Coalition on Adoption Institute (CCAI) has since reported that several pieces of pending legislation would address the bigger problem — the inadequacy of pre-adoption training and preparation and post-adoption support services for many families adopting internationally or from foster care. The CCAI is also calling for other legislative responses, including stronger enforcement of the Interstate Compact on the Placement of Children.
